Development model:

The Canada-wide Referee reform was introduced by the Canadian Soccer Association (CSA) and adopted by the Fédération de Soccer du Québec (FSQ) in 2009. The Lac St-Louis Region has also adopted and follows this reform.

Referee development is as follows:

Small-Sided Soccer Referee

Juvénile Referee

District Level Referee

Regional Level Referee

Provincial Level Referee

National Referee

International Referee

Small-Sided Soccer Referees can only officiate in 7-aside games and are administered by each individual club.

Juvenile Referees are those that have passed the Entry Level course but are younger than 16  years  of age.  Once he/she turns 16, they automatically become District Level Referees.

District Level Referees are those that have passed the Entry Level Course and are 16 years of age or older.  Prior to 2009, this was also known as Level-3.

Regional referees are those that have passed the Regional Referee Course given by the FSQ.  Prior to 2009, this was also known as Level-2. Referees wishing to become Regional Referees must be recommended by the Regional Referees Committee.

Provincial Referees are those that have passed the Provincial Referee Course given by the CSA.  Prior to 2009, this was also known as Level-1.  Referees wishing to become Provincial Referees must be recommended by the Regional Referees Committee as well as the FSQ.

In addition to passing the appropriate course, upgrading requires evaluations at suitable levels.  Please contact Tiger Liu for information on upgrading.

Elite Referees:

 Elite Referees (also known as being on the Provincial list) are referees who officiate at the AAA-Level.  These referees are assigned by the provincial assignor of the FSQ.  In order to be selected as an Elite Referee, referees must be recommended by the Regional Referees Committee and be accepted by the FSQ.  These referees must also pass the semi-annual Cooper test.
